# Layer 4: Regulatory and Compliance Infrastructure

The fourth layer provides the regulatory and compliance foundation of the Zoth ecosystem, designed to operate across jurisdictions while meeting the standards required for institution-grade financial infrastructure.

At its core, this layer embeds compliance directly into the architecture, enabling Zoth to scale responsibly, integrate with traditional financial systems, and support private, cross-border financial activity with regulatory certainty.

Zoth’s payment orchestration infrastructure is designed to navigate complex regulatory environments, ensuring that on-ramp, off-ramp, and cross-border payment flows operate within jurisdiction-specific requirements while maintaining operational efficiency.

The ecosystem is supported by regulated fund structures that enable the creation and management of institution-grade financial products such as zVaults within compliant legal frameworks, bridging on-chain financial innovation with traditional asset management standards.

Zoth’s licensing strategy spans key financial jurisdictions, including Money Transmitter Licenses across all 50 U.S. states, the New York BitLicense, the NYDFS Trust Company Charter, and FinCEN MSB Registration, alongside regulatory presence across QFC, the Cayman Islands, ADGM, and VARA.
